They are not allowed to be marketed as a cessation to smoking like the patches or gum otherwise they would be governed by the food and drugs acts.
As far as there is no carbon monoxide, tar or other harmful chemicals are concerned they certainly have little side effects, they are also more tolerable to other non smokers around and therefore not covered by the draconian smoking ban.
